City of Black Hawk Scholarship Program
The City of Black Hawk Scholarship Program was designed to promote a healthy Gilpin County RE-1 school district. The program began in 1994 with the goal to award scholarships to students receiving their high school diploma from the Gilpin County RE-1 School District so that they may continue their education.
The City of Black Hawk Scholarship program is open to students who receive their high school diploma from the Gilpin County RE-1 School District. To qualify, students must apply for the Scholarship Program by March 15th of their senior year of high school. Scholarship may be used at institutions of higher education, occupational schools, and trade schools. Graduate level studies are also admissible.

In 2008, the registered electors of the City of Black Hawk approved an increase in the Sales Tax rate from 4.00% to 5.50% for the purpose of providing financial support to Gilpin County School District RE-1.Â
Effective January 1, 2009 the City of Black Hawk commenced imposition of an additional 1.50% Sales Tax coined the â€śEducational Enhancement Taxâ€ť. The funds collected from the Educational Enhancement Tax are intended solely for costs incurred in the classroom for educational purposes and shall not be used to cover the cost of general administration.
For the eight calendar years beginning January 2009 and ending December 2016, the City of Black Hawk has remitted $5,895,199 in Educational Enhancement Tax to Gilpin County School District. For the Gilpin County School District fiscal year ended Â June 30, 2014 the Educational Enhancement Tax made up over 14% of all revenues collected.
