PUBLIC NOTICE

911 SURCHARGE INCREASE

NOTICE OF APPLICATION

By the Gilpin County 911 Authority Board to increase the surcharge for 911 services to one dollar and twenty cents ($1.20)

Notice is hereby given that the Gilpin County 911 Authority Board (“Authority”) has applied to the Colorado Public Utilities Commission (“PUC”) for approval to increase the current 911 surcharge fees affecting all residents of Gilpin County with a wired, wireless, or VoIP telephone service. The Authority has requested that the new surcharge become effective upon approval of the PUC and after sixty (60) days notice to all service suppliers,.

The requested surcharge increase from the current amount of seventy cents ($.70) per month to the one dollar and twenty cents ($1.20) is necessary to pay for and maintain, as allowed by C.R.S. §§ 29-11-102 and 104, costs associated with the emergency telephone service and emergency notification service for equipment and installation, monthly recurring charges from service providers and basic emergency service providers, and personnel expenses necessarily incurred for the public safety answering points serving Gilpin County.

The Application filed by the Authority with the PUC will be available for inspection by contacting Vicki Nemec at the County Administration Offices located at 203 Eureka Street, Central City, Colorado and at the Colorado Public Utilities Commission Offices at 1560 Broadway, Suite 250, Denver, Colorado 80202.

Any person may file written comments or objections concerning the Application with the Colorado Public Utilities Commission. Any person who desires to participate as a party in any proceeding before the Commission regarding the filing shall file an intervention in accordance with Rule 1401 of the Commission’s Rules of Practice and Procedure.

The Commission may hold a public hearing in addition to an evidentiary hearing on the Application and if such a hearing is held, members of the public may attend and make statements even if they did not file comments, objections or an intervention. If the Application is uncontested and unopposed, the Commission may determine the matter without a hearing and without further notice.

Any person desiring information regarding if and when hearings may be held shall submit a written request to the Commission or shall alternatively contact the External Affairs Section of the Commission at (303) 894-2070 or (800) 456-0858.

Radon Mitigation

Radon is a naturally occurring radioactive gas produced by the breakdown of uranium in soil, rock and water.  Radon is non-visible, odorless and tasteless, but according to the Environmental Protection Agency and the Surgeon General radon may be a problem in residential homes. Radon is the second leading cause of lung cancer and because of this the Surgeon General and EPA recommend testing for radon and reducing radon in homes that have high levels. 

 

The City of Black Hawk Radon Mitigation Fund (the “Radon Fund”) is intended to partially reimburse property owners (up to $500) for the installation of radon mitigation systems in existing homes within the City.

Dogs

The City of Black Hawk requires that all dogs be licensed annually on or before the first day of March. The annual fee for  males and spayed females is $3.00.  The fee for unspayed females is $5.00.   The City requires proof of rabies inoculation.

 

It is unlawful to permit dogs to run at large in the City of Black Hawk.  Dogs must be kept on the premises of the owner, keeper, or possessor of the dog.  When away from the premises the dog must be on a leash, cord or chain not more than 10 feet in length.

 

Vicious dogs shall not be kept, possessed or harbored within the City.

Building Permits and Inspections

Building codes are in place for your personal safety, for the safety of future residents, and to maintain the resale value of your property.  Building permits ensure that any work completed on your property is completed in a safe manner and will protect the value of your property. 

 

Before you do any kind of work on your property, please call the City of Black Hawk Building Department at (303) 582-0615 to verify whether you need a permit for the work you are planning to do, or for any questions you may have regarding home improvements. 

 

All contractors must be registered with the City of Black Hawk to ensure the quality of the work, and that they have insurance so that the work will be covered and you, the property owner, will be protected should any mishaps occur during any building activities on your property. 

 

Inspections are required though out the construction process and the contractor should contact the Building Department at (303) 582-0615 to determine what inspections will be required for the proposed work and should call when it is time for the appropriate inspection.
