On June 2, 2012 the Black Hawk Police Department was reorganized into two Divisions: the Operation’s Division, which primarily consists of Patrol Officers, Detectives and Sergeants; and the Administrative Division, which includes the Records Section and the 911 Dispatch Center.   In addition, Sergeant Scott Watson and Sergeant Kenneth Lloyd were promoted to the rank of Lieutenant to each head the new Divisions, and Officer Craig Metcalfe was promoted to the rank of Sergeant and assigned to Patrol duties. No new personnel were added to the Department and the number of supervisors within the department remained the same.  The new structure is consistent with other agencies of the same size. 

Lieutenant Kenneth Lloyd has been with the Black Hawk Police Department for 19 years and graduated from the FBI National Academy in Quantico, Virginia in 1999.  In 2008 he served as the President of the FBI National Academy Associates for Colorado and Wyoming.  He retired from the Colorado Army National Guard in 2001 after serving 20 years and currently serves on the Gilpin-Clear Creek County Crime Stopper’s Board.

Lieutenant Scott Watson has been with the Black Hawk Police Department for over 15 years and graduated from the FBI National Academy in 2008.  Lieutenant Watson is currently working on a Master’s Degree from the University of Colorado, Denver and currently serves as the Commander of  Black Hawk’s tactical team.  He is also a member of the North Central Region Communications Committee.  

Sergeant Craig Metcalfe has been with the City of Black Hawk Police Department for seven years and was the driving force behind the ADVERSE domestic violence program.  He has a Master’s in Public Administration from the University of Colorado, Denver and served as a field training officer.
